Representative Andrew Takuya Garrett represents House District 22, which includes Mānoa and parts of Tantalus and McCully-Mōʻiliʻili. He currently serves as Chair of the House Committee on Higher Education and is a member of the Committees on Labor, Education, and on Culture and the Arts.

Before being elected in 2022, Representative Garrett served throughout the COVID-19 pandemic as Deputy Director of the Department of Human Resources Development under Governor David Y. Ige. In that role, he helped lead the successful transition of the state workforce to telework and played a key role in coordinating the statewide COVID-19 vaccine rollout. He has also held executive roles with the Healthcare Association of Hawaii and the Hawaii Institute for Public Affairs, working at the intersection of health care policy, workforce development, and public-private partnerships.

Born and raised in Camp Zama, Japan, a U.S. Army base in Tokyo, he moved to Mililani, Hawaiʻi at age 11. He is a proud graduate of Mililani High School and the University of Hawaiʻi at Mānoa, where he earned both a bachelor’s degree in political science and a master’s degree in public administration.

A nearly 20-year resident of Mānoa, Representative Garrett enjoys traveling with his family, umpiring baseball and softball, and spending time with his four dogs and four cats—all adopted from the local shelter.
Representative Andrew Takuya Garrett brings nearly two decades of experience in government and nonprofit leadership to his role in the State House. As Chair of the Higher Education Committee, he is focused on expanding access to affordable, high-quality education and strengthening the University of Hawai'i system to serve students and the state's workforce needs.

University of Hawaiʻi News – Legislative Hearing held on UH Campus

A group of seven people, six young adults and one older man wearing a suit with a lei, stand outdoors smiling and making the shaka hand gesture. They are standing on a sidewalk with tropical plants and trees in the background.

For the first time in decades—if not ever—the Hawaiʻi State Legislature convened a legislative hearing on the University of Hawaiʻi at Mānoa campus on February 7.

“As a proud UH graduate, I believe it’s crucial to hear directly from the students impacted by our legislation,” said Rep. Andrew Takuya Garrett, chair of the House Higher Education Committee. “We tailored today’s agenda to focus on bills relevant to students, and I was excited to see so many take the time to testify and share their thoughts with us.”

The event provided lawmakers and the public an opportunity to engage with research projects spanning environmental conservation, sustainability, AI technology, ʻōlelo Hawaiʻi (Hawaiian language) and culture, food security and climate change.

“It’s awesome. This is really what I enjoy most about being the higher education committee chair—support our local students, support UH, make sure that all this great work that’s being done is showcased for the public and for us legislators, as well,” said State Rep. and House Higher Education Chair Andrew Takuya Garrett.

PBS Insights

Rep. Garrett appeared as part of a panel on Insights on PBS Hawaii to discuss latest developments with the Ala Wai Flood Control Project being led by the US Army Corps of Engineers.

While we wait for the draft report to be issued later this summer that will explain how a network of flood walls may protect us in a 25- or 50-year storm, we must not lose sight of the importance of restoring the overall health of the Ala Wai Watershed as part of the solution.
