The purpose of this informational briefing is to inform and educate the Committee about compassionate release as a policy tool for addressing the needs of incarcerated people with terminal illnesses or severe medical conditions. Representatives from FAMM will present their work in this policy area and share approaches from other jurisdictions, followed by a discussion of Hawaiʻi’s current process, local conditions, and policy considerations for legislative action. 

Invitees include: 
(1) Molly Crane, Counsel, FAMM (Families for Justice Reform); 
(2) Robert Merce, Retired Attorney, Former Vice-Chair, HCR 85 (2019) Task Force on Prison Reform; 
(3) Christin M. Johnson, Oversight Coordinator, Hawai‘i Correctional System Oversight Commission (HCSOC); and  
(4) Sean Sanada, Chief Executive Officer, O‘ahu Region, Hawai‘i Health Systems Corporation.  

Questions by Committee members will be permitted throughout the briefing.
