RELATING TO RENEWABLE ENERGY. Authorizes retail wheeling of renewable energy and requires the Public Utilities Commission to establish policies and procedures to implement retail wheeling and microgrid service tariffs. Ensures that fair compensation is provided for solar and energy storage exports. Effective 7/1/2050. (SD1)

RELATING TO ACT 253, SESSION LAWS OF HAWAII 2023. Updates the name of the Neighbor Islands Blind and Visually Impaired Service Pilot Program established by Act 253, Session Laws of Hawaii 2023, by replacing the term "visually impaired" with the term "low vision" and clarifies the pilot program's implementation timeframes. Sunsets 6/30/2029. (SD1)

RELATING TO VIRAL HEPATITIS. Establishes and appropriates funds for a Hepatitis Prevention Program within the Department of Health. Repeals the authority given to the Department of Health to provide medications for the treatment of certain newborns. Repeals the no implied warranty provision for blood injections and transfusions with regard to the serum hepatitis virus. Establishes positions. Appropriates funds. Effective 12/31/2050. (SD1)

RELATING TO RESTORATION OF BEACH LANDS. Amends the definition of beach restoration to include activities undertaken to maintain and improve eroded beaches and degraded dune systems through the management of sand and native vegetation, placement of sand, and activities undertaken to remove abandoned and remnant materials that pose a risk to public and ecosystem health.

RELATING TO CENTRAL SERVICES ASSESSMENT. Amends the transfer of funds for central service expenses from the State Highway Fund, Airport Revenue Fund, and Harbor Special Fund by limiting the deduction to five per cent of all receipts and deposits in the fund, or $5,000,000, whichever is less, and creating a process to deduct additional amounts based on the Consumer Price Index. Effective 7/1/2050. (SD1)

RELATING TO AIR CARRIERS. Establishes within the Department of Transportation the Molokai Air Carrier Subsidy Program to provide subsidies to airlines operating out of Molokai Airport. Appropriates funds. Effective 7/1/2050. (SD1)
