The following measure(s) were previously heard in their respective subject matter committees:
RELATING TO RESTORING ACCESS TO DISASTER-AFFECTED AREAS. Requires the Hawaii Housing Finance and Development Corporation to institute proceedings to condemn certain lands in Lahaina to build a new access road from Keawe Street to the Kilohana and Kalaiola sites developed in the Villages of Leialii. Appropriates funds into and out of the Dwelling Unit Revolving Fund for the appraisals and other preparations for the condemnation proceedings. (SD1)

RELATING TO FIRE PREVENTION. Requires the State Fire Council to amend the State Fire Code to require certain owners and occupants of properties located in hazardous fire areas to maintain effective firebreaks within thirty feet of the property and to practice other fire prevention activities. Establishes the Community Fuels Reduction Project to be administered by the Department of Land and Natural Resources. Requires reports to the Legislature. Appropriates funds. (SD1)

RELATING TO PARKING. Establishes a state reserved parking space enforcement fine for parking in parking spaces reserved for persons with disabilities or electric vehicles. Increases the fines for any person who parks a non-electric vehicle in a space designated and marked as reserved for electric vehicles. Requires the fine to be deposited into the Safe Routes to School Special Fund. (SD1)

RELATING TO HATE CRIMES. Defines "reported hate crime". Requires reporting of all possible reported hate crimes to appropriate authorities, including consistent documentation and analysis of such incidents. Requires law enforcement officers to receive annual training to identify, investigate, and document hate crimes and possible hate crimes. Requires the Attorney General to establish or update guidelines, protocols, and training materials for the reporting and investigation of hate crimes and possible hate crimes. Effective 7/1/2077. RELATING TO VESSELS IN STATE COMMERCIAL HARBORS. Clarifies that the requirements for the securing of mooring lines in state commercial harbors shall not apply to certain vessels. Effective 7/1/2050. (SD1)

RELATING TO THE TRANSITION OF THE OAHU REGIONAL HEALTH CARE SYSTEM FROM THE HAWAII HEALTH SYSTEMS CORPORATION INTO THE DEPARTMENT OF HEALTH. Extends the transfer of the Oahu Regional Health Care System from the Hawaii Health Systems Corporation to the Department of Health to 12/31/2029. Requires the Oahu Regional Health Care System to enter into an agreement with the Department of Health regarding Oahu Regional Health Care System providing care to low acuity patients in the Department's custody by 12/31/2050. RELATING TO MENTAL HEALTH SERVICES FOR CHILDREN AND ADOLESCENTS. Clarifies and updates the responsibilities of the Child and Adolescent Mental Health Division of the Department of Health to reflect the current mental health systems of care that address the mental health needs of children and adolescents in the State. RELATING TO COMMERCIAL HARBORS. Requires masters or persons in charge of vessels to follow an order by a harbor master to evacuate a commercial harbor in emergencies. Establishes higher penalties for noncompliance. Authorizes fines collected for violations of this requirement as moneys to be paid into the Special Harbor Fund. Effective 7/1/2050. (SD1)

RELATING TO SERVICE ANIMALS. Requires sellers or providers of emotional support animals, as well as those issuing verifications of a disability related need for an emotional support animal, to provide written notice to the buyer or recipient containing certain information. Requires persons or businesses that sell or provide certificates, vests, or identification tags that identify an animal as an emotional support animal to provide written notice to the buyer or recipient containing certain information. Establishes penalties. Effective 7/1/2050. (SD1)
