RELATING TO MĀMAKI TEA.

Prohibits the use of certain words on the label of a consumer package that contains or includes tea or dried leaves from the plant Pipturus albidus, unless one hundred per cent of the tea or dried leaves were grown in the State.  Appropriates funds for a Measurement Standard Inspector position.  Effective 7/1/3000.  (HD2)

RELATING TO COGNITIVE ASSESSMENTS.

Establishes a Cognitive Assessments for Medicare Beneficiaries Pilot Program within the Executive Office on Aging.  Requires the Executive Office on Aging to collaborate with a health care system for the pilot program; health care providers participating in the pilot program to submit certain information to the Executive Office on Aging; and the Executive Office on Aging to report de-identified aggregated data to the Legislature.  Appropriates funds.  Effective 7/1/2026.  (SD1)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Beginning 1/1/2026, requires rental vessels to be registered and numbered with the Department of Land and Natural Resources before being rented or leased, or offered for rent or lease, by the public for transiting the navigable waters of a state park.  Requires registration fees to be deposited into the State Parks Special Fund.  Effective 7/1/2040.  (SD1)

RELATING TO INSURANCE.

For policies, contracts, plans, and agreements issued or renewed after 12/31/2025, requires insurers, mutual benefit societies, and health maintenance organizations to provide coverage for standard fertility preservation services for persons undergoing medically necessary treatment that may cause iatrogenic infertility.  Effective 12/31/2050.  (SD1)

RELATING TO HEALTH.

Requires utilization review entities to submit data relating to the prior authorization of health care services to the State Health Planning and Development Agency.  Establishes the Health Care Appropriateness and Necessity Working Group within the State Health Planning and Development Agency and requires the working group to submit annual reports to the Legislature.  Effective 7/1/3000.  (SD1)

RELATING TO HEALTHCARE PRECEPTORS.

Expands the definitions of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors, including removing "primary care" from the criteria to qualify as a preceptor.  Adds dietitians, physician assistants, and social workers to the list of preceptors and eligible students.  Expands eligibility for the tax credit to include accredited residency programs that require preceptor support.  Adds the Director of Health and representatives of residency programs with eligible students to the Preceptor Credit Assurance Committee.  Applies to taxable years beginning after 12/31/2025.  Effective 12/31/2050.  (SD1)

RELATING TO WORKERS' COMPENSATION.

Authorizes an attending physician to request a functional capacity examination and refer an injured employee for the examination without first obtaining permission from the employee's employer.  Allows licensed occupational and physical therapists to be deemed qualified to perform functional capacity examinations.  Effective 7/1/2050.  (SD1)

RELATING TO LABELING.

Establishes labeling requirements for certain premoistened nonwoven disposable wipes.  Requires certain manufacturers of covered products to submit for approval, their "DO NOT FLUSH" label notices and symbols to the United States Environmental Protection Agency by 1/1 2026.  Appropriates funds.  Effective 12/31/2050.  (SD1)

RELATING TO RURAL EMERGENCY HOSPITALS.

Creates a framework for the licensure of rural emergency hospitals at the state level by the Department of Health.  Provides for the continuation of Medicaid policy protections for hospitals transitioning to a rural emergency hospital designation.  Effective 12/31/2050.  (SD1)
