RELATING TO INVASIVE SPECIES. Establishes a two-year coconut rhinoceros beetle eradication pilot program in certain areas under the Department of Land and Natural Resources that incentivizes community members to collect and submit the coconut rhinoceros beetle and its larvae for compensation. Requires a report to the Legislature. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO HOUSING. Requires permits to be issued by applicable permitting agencies within sixty days of a complete application being filed for certain single-family and multi-family projects if certain conditions are satisfied. Automatically deems approved a permit that is not otherwise approved by the applicable permitting agency within sixty days. Effective 4/23/2057. (HD1)

RELATING TO AFFORDABLE HOUSING. Establishes the Affordable Housing Land Inventory Task Force to conduct a study, subject to legislative appropriation, to assess the viability of housing development in transit-oriented development zones or other areas on state or county lands. Requires a report to the Legislature. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO HISTORIC PRESERVATION. Creates a process for expediting the review of majority-residential mixed-use transit-oriented development or residential transit-oriented development on certain parcels within county-designated transit-oriented development zones that have a low risk of affecting historically significant resources. Authorizes lead agencies, including county governments, to make determinations on the potential effects of a project. Creates a ninety-day limit, or thirty-calendar-day limit if no historic property is to be affected, to concur or not concur with project effect determinations. Exempts projects with written concurrence from further review unless there is a change to the project or additional historic properties, aviation artifacts, or burial sites are identified within the project area. Establishes notice and reporting requirements if there is a change to the project or additional historic properties, aviation artifacts, or burial sites are identified within the project area after the initial written concurrence. Effective 7/1/3000. (HD1)

RELATING TO THE KIKIAOLA SMALL BOAT HARBOR. Requires the Department of Land and Natural Resources to conduct a study of the carrying capacity of Kikiaola Small Boat Harbor in the County of Kauai. Requires a report to the Legislature. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO WASTE DISPOSAL FACILITIES. Prohibits landfill units on land in an agricultural district with class A or B soils. Prohibits the construction, modification, or expansion of any waste or disposal facility for solid waste or hazardous waste on land that is near or above a significant aquifer. Clarifies that beginning July 1, 2025, the existing buffer zone between waste or disposal facilities and residential, school, or hospital property lines applies to municipal solid waste landfill units or components, construction and demolition landfill units, and their components. Prohibits the construction, modification, or expansion of a landfill unit inland of the underground injection control line in a county with a population greater than five hundred thousand, with certain exemptions. Effective 7/1/3000. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
