RELATING TO STATE FUNDS. Allocates interest earned on balances within the emergency and budget reserve fund to the general fund in years in which the emergency and budget reserve fund's balance exceeds the State's fund balance objective. For any fiscal year following a fiscal year in which emergency and budget reserve fund interest is deposited into the general fund, requires the Governor to include in the budget or supplemental budget submitted to the Legislature a request that an amount of general funds equal to the amount of interest deposited be expended to advance projects that address climate change impacts. Effective 7/1/3000. (HD1)

RELATING TO THE USE OF PUBLIC LANDS. Requires the School Facilities Authority to consult with the Department of Education and other impacted departments or agencies before the conveyance of ownership rights or lease of lands to the School Facilities Authority. Effective 7/1/3000. (HD1)

RELATING TO TRANSIT ORIENTED DEVELOPMENT. Establishes the Transit-Oriented Community Improvement Partnership within the Department of Transportation. Establishes the Community Improvement Special Fund. Requires annual reports to the Legislature. Appropriates funds into and out of the special fund for the partnership and positions. Effective 7/1/2050. (HD1)

RELATING TO TRANSPORTATION. Provides that fee simple absolute title of a privately owned highway, road, alley, street, way, lane, bikeway, bridge, or trail is deemed transferred to adjacent property owners or the community association if certain conditions are met. Effective 7/1/3000. (HD1)

RELATING TO AFFORDABLE HOUSING. Beginning 7/1/2027, requires the State Historic Preservation Division of the Department of Land and Natural Resources to contract its review of proposed state projects and projects affecting historic properties to third-party consultants under certain circumstances. Requires the Department of Land and Natural Resources to publish a draft of its proposed rules and then later present its proposed final rules to the Board of Land and Natural Resources. Appropriates funds. Sunsets 7/1/2032. Effective 7/1/2050. (HD1)

RELATING TO THE ALA WAI CANAL. Appropriates funds to the University of Hawaii to establish graduate assistant positions and for the development of an action plan and pre-engineering concept plan to help with debris management and water quality control in the Ala Wai watershed. RELATING TO HANALEI BAY. Prohibits vessels longer than seventy-five feet from entering Hanalei Bay. Exempts vessels operated by a federal, state, or county agency. (SD1)

RELATING TO PORT INFRASTRUCTURE. Appropriates funds to the Department of Land and Natural Resources to conduct maintenance dredging at state small boat harbors, boat launch ramp facilities, and waterways. Effective 7/1/2050. (SD2)

RELATING TO WASTEWATER MANAGEMENT. Clarifies that the prohibition against discharging wastewater or raw sewage into state waters after 12/31/2026 applies to treatment plants. Effective 7/1/3000. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
