RELATING TO TRANSPORTATION. Establishes a statewide speed restriction for motor vehicles with three or more axles or motor vehicles weighing more than ten thousand pounds, except under certain circumstances, in a county with a population of five hundred thousand or more. Authorizes a county with a population of less than five hundred thousand to adopt an ordinance that establishes a speed restriction for motor vehicles with three or more axles or motor vehicles weighing more than ten thousand pounds. Establishes penalties. Effective 7/1/3000. (HD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Authorizes the Hawaii Community Development Authority to cooperate with or assist public and private sector entities to engage in projects that improve the State. Establishes the transit-oriented development infrastructure improvement program under the Hawaii Community Development Authority. Repeals the transit-oriented development infrastructure improvement district and board. Effective 7/1/3000. (HD2)
