RELATING TO TRANSPORTATION.

Establishes a statewide speed restriction for motor vehicles with three or more axles or motor vehicles weighing more than ten thousand pounds, except under certain circumstances, in a county with a population of five hundred thousand or more.  Authorizes a county with a population of less than five hundred thousand to adopt an ordinance that establishes a speed restriction for motor vehicles with three or more axles or motor vehicles weighing more than ten thousand pounds.  Establishes penalties.  Effective 7/1/3000.  (HD1)

RELATING TO LIABILITY.

Specifies that the State or a county that repairs or maintains a street of which the ownership or jurisdiction is in dispute between the State and county, shall be immune from liability for personal injuries or property damage arising out of the repair or maintenance of that street.  Deems that maintenance of a street shall not confer ownership or jurisdiction over such street if the ownership or jurisdiction over the street is in dispute between the State and the county.  Effective 7/1/3000.  (HD1)

RELATING TO TRANSPORTATION.

Beginning 7/1/2028, authorizes a county to impose a mileage-based road usage charge on electric vehicles and plug-in hybrid electric vehicles.  Provides and requires a county to establish the rate of the road usage charge.  Repeals the requirement for the Department of Transportation to establish county subaccounts within the State Highway Fund.  Clarifies the disposition of funds for state mileage-based road usage charge.  Beginning 7/1/2026, extends the state mileage-based road usage charge to plug-in hybrid electric vehicles.  Clarifies the rate and calculation of the state mileage-based road usage charge.  Specifies that rental motor vehicle companies may visibly pass the costs of the mileage-based road usage charges to the consumer.  Appropriates funds.  Effective 7/1/3000.  (HD2)

RELATING TO THE ARTS.

Establish a Performing Arts Special Fund to be used for the coordination, planning, promotion, marketing, and execution of performing arts events and to be funded by a percentage of all ticket sales from concerts held at state venues.  Effective 7/1/3000.  (HD3)

      Status & Testimony

RELATING TO TRANSPORTATION.

Requires all bicycles equipped with motors to be operated only with all wheels on the ground at all times, with certain exceptions.  Prohibits certain actions while operating a bicycle equipped with a motor.  Prohibits the operation of high-speed electric devices in certain locations.  Requires manufacturers and distributors to apply a label to electric bicycles.  Requires distributors to place a sign at or near the point of sale regarding electric bicycles.  Defines "electric bicycle" in place of "low-speed electric bicycle".  Defines "electric micro mobility device" and requires the same regulations as electric foot scooters to apply to electric micro mobility devices.  Prohibits a person under the age of sixteen from operating a class 3 electric bicycle.  Prohibits a person from riding a class 3 electric bicycle on a sidewalk.  Authorizes a person to ride a class 1 or class 2 electric bicycle on a sidewalk at a speed not exceeding ten miles per hour.  Prohibits a person from operating a bicycle or electric foot scooter under the age of eighteen without a helmet.  Repeals the requirement that moped drivers use bicycle lanes.  Substitutes the word "motor drive cycle" with the word "motor scooter".  Effective 7/1/3000.  (HD2)
