RELATING TO LICENSE PLATES. Removes the decal size restrictions for special number plates.

RELATING TO TOWING COMPANIES. Changes the fees that a towing company may charge to tow vehicles left unattended on private and public property. Allows a towing company or parking management company to charge a fee for the placement or removal of vehicle immobilization devices. Requires that fees for the placement or removal of vehicle immobilization devices be accepted from a vehicle owner in cash, or by credit card or debit card, and a vehicle owner shall not be directed to use an on-site automated teller machine in lieu of making payment by credit card or debit card.

RELATING TO TRANSPORTATION. Prohibits the issuance of a certificate of inspection for a moped or motor vehicle that has been altered, installed, or otherwise modified in any way which will noticeably increase the noise emitted by the motor vehicle or moped above that emitted by the motor vehicle or moped as equipped from the factory.

RELATING TO CONSUMER PROTECTION. Part I: Establishes as a deceptive practice advertising, displaying, or offering a price for goods or services that does not include all mandatory fees or charges, subject to certain exceptions. Part II: Repeals the definition of "vehicle license recovery fees". Limits to vehicle license and registration fees and weight taxes the fees and taxes that a motor vehicle lessor may pass on to a lessee. Amends the prorated amount of vehicle license and registration fees and weight taxes that a motor vehicle lessor may pass on to a lessee. Repeals the requirement that rental car companies submit annual audits to the Office of Consumer Protection of the Department of Commerce and Consumer Affairs.

RELATING TO TRANSPORTATION. Prohibits any person from engaging in any activity that has the intent and effect of distracting drivers along streets, roadways, or other public property within one hundred feet of an intersection.

RELATING TO TRANSPORTATION. Establishes the retail delivery safety fee of 50 cents to be imposed on a retailer for each transaction involving a non-food item retail delivery in the State. Allows the retailer to transfer the fee to the purchaser. Creates certain exemptions. Requires the Director of Taxation to deposit the collected fees into the Safe Routes to School Program Special Fund. Allows the Director of Taxation to deposit collected fees that cover the administration of the retail delivery safety fee into the state general fund.

RELATING TO MOTOR VEHICLES. Increases the penalty for a third or subsequent offense of excessive speeding to a class C felony. Authorizes the court, as part of the person's sentencing for the third or subsequent offense, to order that the vehicle used by the person in the commission of the offense be subject to forfeiture.

RELATING TO TAXATION. Establishes an income tax credit for the purchase of electric garbage trucks by qualified taxpayers. Applies to taxable years beginning after 12/31/2024.

RELATING TO TRANSPORTATION. Prohibits any business established after January 1, 2026, that uses, rents, or offers for rent mopeds in the course of their commercial business, from using a combustion engine-powered moped. Establishes penalties.

RELATING TO VEHICLES. Requires that any new motor vehicle permitted by law to be equipped with a siren, whether purchased or contracted in the State to be equipped with dual frequency sirens.

RELATING TO TRANSPORTATION. Conditions the issuance of a certificate of inspection upon a vehicle not being equipped with a noisy muffler or exhaust system. Requires rules regarding safety check inspections to ensure that a motorcycle, moped, or motor vehicle is not equipped with a noisy muffler or exhaust system. Suspends, revokes, or refuses renewal of a permit for an official inspection station upon a third or subsequent wilful violation of any rule regarding inspecting a noisy muffler or exhaust system. Increases the maximum fine for motorcycle and moped owners that violate noisy muffler laws. Includes repairing or installing a noisy muffler or exhaust system as a prohibited practice for motor vehicle repair laws.
