The Simplifying Permitting for Enhanced Economic Development (SPEED) Task Force was created by Act 133 (SLH 2025) and House Concurrent Resolution No. 157 to identity actions taken, challenges encountered, and legislative measures necessary to facilitate, expedite, and coordinate state and intergovernmental development permit processes.

The Chair will report to the Task Force on the SPEED Task Force orientation presentations delivered to stakeholder groups statewide, highlighting outreach efforts for permitting reform.
The County of Kauai will present an overview of its current building permitting process, providing a step-by-step explanation from application to final approval. The presentation will help the task force understand the different experiences and requirements that new homeowners, family businesses, residential developers, and commercial developers encounter when undertaking new builds, renovations, or conversions. This overview aims to identify common challenges, workflow structures, and opportunities for improvement. The presentation will be followed by a Question and Answer (Q&A) session, allowing task force members to engage directly with County officials and gain deeper insight into their permitting system.

The City and County of Honolulu (City) will present an overview of its current building permitting process, providing a step-by-step explanation from application to final approval. This overview aims to identify common challenges, workflow structures, and opportunities for improvement. The presentation will be followed by a Q&A session, allowing task force members to engage directly with City officials and gain deeper insight into their permitting system.
The State Historic Preservation Division (SHPD) will provide an overview of the historic preservation compliance process under Chapter 6E, Hawaii Revised Statutes (HRS) (Chapter 6E), outlining the steps required to ensure alignment with Hawaii’s preservation laws. The presentation will cover how Chapter 6E applies to new homeowners, family businesses, residential developers, and commercial developers during projects involving new construction, renovations, or conversions. SHPD will explain the role of archaeological inventory surveys, review timelines, and coordinate with other agencies. This presentation will be followed by a Q&A session to give task force members the opportunity to better understand compliance challenges and opportunities for improvement within the permitting process.
The Wastewater Branch under the Department
of Health will present an overview of the Individual Wastewater System (IWS)
permit process. The presentation will walk through the permitting steps
required for new homeowners, family businesses, residential developers, and
commercial developers, particularly for new builds, renovations, or conversions
that involve onsite wastewater systems. The overview will highlight review
criteria, common delays, and coordination requirements with other agencies.
This will be followed by a Q&A session to allow task force members to ask
questions and explore areas for improving the efficiency and clarity of the IWS
permitting process.
The task force will establish three Permitted Interaction Groups (PIGs) to focus on specific areas of the permitting process: 1) the Building Permit PIG, 2) the Chapter 6E Compliance PIG, and 3) the IWS Permit PIG. Each PIG will be responsible for investigating and developing a list of recommendations to present to the full task force. The scope of the investigation and the scope of each member’s authority for each PIG will be defined. Members are encouraged to indicate their interest in joining one or more of these PIGs during the meeting.
