MAKING EMERGENCY APPROPRIATIONS FOR LAW ENFORCEMENT PERSONNEL COSTS.

Makes emergency appropriations for fiscal year 2024-2025 to the Department of Accounting and General Services and the Judiciary for payroll and fringe benefits of affected Department of Law Enforcement personnel.

RELATING TO THE UNIFORM CONTROLLED SUBSTANCE ACT.

Updates chapter 329, HRS, to make it consistent with amendments in the Federal Controlled Substances Act as required under section 329-11, HRS.

RELATING TO ALLOWANCE ON SERVICE RETIREMENTS.

Adds definitions for certain Department of Law Enforcement employees.  Establishes guidance for the computation of retirement benefits for the Director of Law Enforcement, Deputy Director of the Department of Law Enforcement, Sheriff Division Investigator, Sheriff, and Department of Law Enforcement Investigator.
