      Status & Testimony

RELATING TO IRONWORKERS.

Prohibits any person from disassembling, dismantling, or demolishing iron projects unless the person has completed an apprenticeship program for ironworkers approved and registered with the Director of Labor and Industrial Relations.  Establishes penalties.  Requires the Department of Labor and Industrial Relations to adopt rules.

RELATING TO PRIVATE SECTOR COLLECTIVE BARGAINING RIGHTS.

Expands the types of employees protected by the Hawaii Employment Relations Act to include independent contractors and all individuals subject to the jurisdiction of the National Labor Relations Act.

RELATING TO EXEMPTIONS FROM CIVIL SERVICE FOR CERTAIN POSITIONS IN THE DEPARTMENT OF HEALTH.

Exempts certain positions in the Department of Health, including the Hawaii State Hospital, from civil service.

RELATING TO SERVICE DISRUPTIONS.

Requires hotelkeepers to provide adequate notice of strikes and lockouts to guests and third-party vendors under certain conditions.  Allows for recovery of damages.

RELATING TO PAID FAMILY LEAVE.

Requires five days of paid family leave annually for state and county employees.  Ensures the protection of wage, seniority, and other employment benefits of employees who take paid family leave.

·         The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.

·         Testifiers for this hearing will be limited to 2 minutes each.
