Status

RELATING TO COMMUNITY OUTREACH BOARDS.

Defines community outreach board to mean a board established to serve in a community advisory capacity under a county commission or a county department.  Includes community outreach boards in existing provisions of the Sunshine Law relating to neighborhood boards.  Authorizes neighborhood board and community outreach board members to attend meetings or presentations related to official board business statewide.  Effective 1/1/2491.  (SD1)

Status

RELATING TO NEIGHBORHOOD BOARD MEETINGS.

Allows neighborhood boards to discuss and receive information from third-party reports by any government official not included in a publicly noticed agenda.  Requires boards to make decisions on matters raised by third-party reports from any government official at a later meeting where the agenda gives notice of decision-making on the matter.  Effective 1/1/2491.  (SD1)

RELATING TO HAWAIIAN AFFAIRS.

Establishes in the Office of Hawaiian Affairs for administrative purposes only a claims review working group.  Requires a report to the Legislature.  Repeals the working group established pursuant to Act 226, SLH 2022.  Appropriates funds.  Effective 6/30/2059.  (SD2)

Status

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Clarifies that Act 130, Session Laws of Hawaii 2024, shall take effect on either the date of the Secretary of the Interior's notification letter to the Congressional Committee Chairpersons that this Act meets none of the criteria in title 43 Code of Federal Regulations section 48.20, or on the date that the United States Congress approval becomes law.  (SD1)

RELATING TO TAX COLLECTIONS.

Suspends the statute of limitations on collections during the period an assessment is pending on appeal before the Taxation Board of Review or Tax Appeal Court.  (SD2)

RELATING TO TAX APPEALS.

Clarifies that a notice of appeal relating to an appeal of a county tax is not required to be served on the Director of Taxation.

Status

RELATING TO SENTENCING OF MINOR DEFENDANTS.

Requires courts to consider certain factors when sentencing a person convicted as an adult for an offense that the person committed when the person was a minor.  Allows courts to reduce a mandatory minimum period of incarceration or depart from a mandatory sentencing enhancement if the court determines that the reduction or departure is warranted given certain factors.

RELATING TO FAMILY COURTS.

Establishes a minimum age of twelve for adjudication for any alleged or attempted violation of law.  (SD1)

RELATING TO THE DETENTION OF MINORS.

Prohibits minors from being held in jails, lockups, or prisons for adults.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
