RELATING TO MOTOR VEHICLES. Limits the required payment of certain unpaid motor vehicle taxes and fees and accompanying financial penalties to those incurred during the most recent five consecutive years of delinquency. Effective 7/1/3000. (HD1)

RELATING TO TRANSPORTATION. Allows authorized employees of the Department of Transportation and Department of Law Enforcement to inspect and provide a certificate of certain evidence of speed limit violations obtained by automated speed enforcement systems. Appropriates funds to the Department of Transportation to establish and implement the automated speed enforcement systems program. Effective 7/1/3000. (HD1)

RELATED TO DRIVING UNDER THE INFLUENCE. Requires defendants convicted of causing the death of a parent or legal guardian of a minor child by the operation of a vehicle in a negligent manner while under the influence of drugs or alcohol to make restitution in the form of financial support to each surviving child of the victim.

RELATING TO INTOXICATING LIQUOR. Allows direct shipment of beer and distilled spirits by certain licensees. Requires the liquor commissions to adopt rules and regulations. Effective 7/1/3000. (HD1)

RELATING TO VOTER REGISTRATION. Authorizes state agencies to implement automatic voter registration if designated by the Office of Elections. Requires eligible applicants for instruction permits, provisional licenses, driver's licenses, and identification cards to be automatically registered or preregistered to vote unless the applicant opts out. Effective 7/1/3000. (HD1)

RELATING TO THE REGULATION OF TOBACCO PRODUCTS. Repeals existing statutory language that: declares that the sale of cigarettes, tobacco products, and electronic devices are a statewide concern; and preempts all local ordinances and regulations that regulate the sale of cigarettes, tobacco products, and electronic devices. Effective 7/1/3000. (HD1)

RELATING TO HOTELS. Requires hotelkeepers to provide adequate notice of service disruptions to guests and third-party vendors under certain conditions. Allows for recovery of damages by injured consumers. Effective 7/1/3000. (HD1)

RELATING TO ADMINISTRATIVE RULES. Requires all state agencies adopting, amending, or repealing a rule to make the full text of the rules of the agency available on the website of the Office of the Lieutenant Governor in a digitally accessible and searchable format.

RELATING TO COMMUNITY OUTREACH BOARDS. Defines community outreach board to mean a board established to serve in a community advisory capacity under a county commission or a county department. Includes community outreach boards in existing provisions of the Sunshine Law relating to neighborhood boards. Authorizes neighborhood board and community outreach board members to organize meetings or presentations related to official board business statewide.

RELATING TO TAX COLLECTIONS. Suspends the statute of limitations on collections during the period an assessment is pending on appeal before the taxation board of review or tax appeal court.

RELATING TO CORRECTIONAL FACILITIES. Requires the Director of Corrections and Rehabilitation to reduce the number of individuals incarcerated in private, out-of-state correctional institutions. Requires reports to the Legislature. Effective July 1, 3000. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
