RELATING TO THE BUDGET OF THE OFFICE OF HAWAIIAN AFFAIRS.

Appropriates moneys to fund the operating expenses of the Office of Hawaiian Affairs for the fiscal biennium beginning on 7/1/2025, and ending on 6/30/2027.

RELATING TO THE HAWAIIAN LANGUAGE.

Requires that the Hawaiian version of a law be held binding if the law in question was originally drafted in Hawaiian and then translated into English.

RELATING TO NATIVE HAWAIIAN BUSINESS MARKETING.

Requires the Office of Hawaiian Affairs to administer and oversee a Native Hawaiian Marketing Program to promote businesses owned by Native Hawaiians through marketing and technical assistance.

HB 1091

Status

RELATING TO SEWER TRANSMISSION LINES.

Requires that all county sewer transmission lines on Hawaiian home lands in compliance or brought into compliance by the Department of Hawaiian Home Lands, are licensed or dedicated to the respective county within sixty days after the receipt by the appropriate county agency of a completed application for maintenance request.

Status

RELATING TO INDEPENDENT LEGAL COUNSEL.

Authorizes the Hawaiian Homes Commission to retain independent legal counsel, with any legal fees owed to be paid by the State, and also use the services of the Attorney General as needed.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Increases the limit of the State's liability from $100,000,000 to $500,000,000 for moneys borrowed by the Department of Hawaiian Home Lands or loans made to lessees that are guaranteed by the Department.

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Appropriates funds to the Department of Hawaiian Home Lands to expand the sewer network and lines within and throughout the Keaukaha homestead.

RELATING TO TAX INCREMENT FINANCING.

Authorizes the Hawaiian Homes Commission to designate tax increment districts that may utilize tax increment financing.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Clarifies that Act 130, SLH 2024, which amended the Hawaiian Homes Commission Act, takes effect on either the date of the Secretary of the Interior's notification letter that Act 130 does not require congressional approval, or on the date that the United States Congress approval becomes law.

Status

RELATING TO COUNTY USER FEES.

Exempts the Department of Hawaiian Home Lands from county user fees, in the amount of $100,000 aggregate per year, and ensures county services to the Department of Hawaiian Home Lands for Hawaiian Home Lands.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
