RELATING TO SENTENCING.

Changes the age for which individuals are eligible for life without parole sentences from eighteen years of age or older to twenty-one years of age or older.

RELATING TO SEX TRAFFICKING.

Authorizes civil claims to be made against a person, business, business owner, or business operator that profits from sexual exploitation or sex trafficking.  Extends the statute of limitations for civil claims related to sexual exploitation or sex trafficking to ten years.

RELATING TO EXPUNGEMENT.

Amends the Department of the Attorney General pilot project for a state-initiated expungement process of arrest records concerning promoting a detrimental drug in the third degree to include the possession of any schedule V substance in any amount.  (HD1)

RELATING TO EXPUNGEMENT.

Authorizes the Hawaii Criminal Justice Data Center to transmit all expungement orders to the Judiciary to effectuate the purposes of Act 159, SLH 2023.  (HD1)

RELATING TO CAMPAIGN CONTRIBUTIONS.

Amends section 11-364, Hawaii Revised Statutes, to provide that an excess contribution of more than $100 in cash, in the aggregate, from a single person during an election period to a candidate, candidate committee, or noncandidate committee shall escheat to the Hawaii election campaign fund if not returned to the contributor within 30 days.

RELATING TO VOTER REGISTRATION.

Extends the deadline to register to vote by mail from 30 to 10 days prior to a primary or general election.  Repeals obsolete language regarding permanent absentee ballots.

RELATING TO SETTLEMENT OF CLAIMS RELATED TO THE MAUI WILDFIRES.

Makes general fund appropriations for fiscal years 2025-2026 and 2026-2027 to fund the settlement of claims related to the Maui wildfires.  Establishes the Maui Wildfires Settlement Trust Fund to be administered by the Attorney General.  Effective 7/1/3000.  (HD1)

RELATING TO THE PROCEDURE FOR TAX APPEALS.

Removes language specifying that an appeal from the Tax Appeal Court be filed with the Tax Appeal Court.  Allows an appeal from the Tax Appeal Court to be filed within thirty days of entry of a final judgment.

Requires the Chief Election Officer to provide a system for the electronic filing of nomination papers.  Appropriates funds.  Effective 1/1/3000.  (HD1)
