RELATING TO HOUSING. Prohibits the legislative body of a county from making modifications or imposing conditions to housing development proposals that would increase the cost of the project. Effective 4/23/2057. (SD2)

RELATING TO STATE FINANCES. Authorizes the Hawaii Housing Finance and Development Corporation to utilize revenue bonds when securing a line of credit or other instrument of indebtedness for the Bond Volume Cap Recycling Program. Effective 7/1/2050. (SD2)

RELATING TO THE RENTAL HOUSING REVOLVING FUND. Renames the Rental Housing Revolving Fund to the State Housing Revolving Fund. Clarifies the prioritization of, and eligibility and preference criteria for, projects that may be funded by, State Housing Revolving Fund moneys. Effective 7/1/2050. (SD2)

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION. Establishes a working group within the Hawaii Housing Finance and Development Corporation to identify existing mixed-use developments in Maui County that could be acquired by the Hawaii Housing Finance and Development Corporation for use as affordable housing and commercial rental leases. Requires a report to the Legislature.

RELATING TO HOUSING. Adds loan funds administered by Nonprofit Community Development Financial Institutions (CDFIs)for certain for-sale affordable housing projects to list of loan priorities for the Affordable Homeownership Revolving Fund. Expands use of moneys in the revolving fund to allow financing as matching funds for CDFIs to mobilize other funding sources. Effective 7/1/2050. (SD1)

RELATING TO THE DWELLING UNIT REVOLVING FUND. Extends the Dwelling Unit Revolving Fund Equity Pilot Program to 6/30/2030. Gives preference to projects developed under governmental assistance programs pursuant to section 201H-36(a)(2), HRS. Effective 7/1/2050. (SD2)

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION. Repeals the requirement that the Chairperson of the Hawaii Housing Finance and Development Corporation Board of Directors be a public member. Repeals the prohibition that certain ex officio board members shall not be eligible to serve as Chairperson of the HHFDC Board of Directors.

RELATING TO THE LOW-INCOME HOUSING TAX CREDIT. Exempts state departments and agencies from eligibility for the low-income housing tax credit. Effective 7/1/2050. (SD1)

RELATING TO THE LOW-INCOME HOUSING TAX CREDIT. Authorizes a partner or member in a partnership or limited liability company that has been allocated a low-income housing tax credit to further allocate the credit or transfer, sell, or assign up to one hundred per cent of the tax credit, under certain conditions. Extends the sunset date for certain provisions of the Low-Income Housing Tax Credit for low-income buildings. Effective 7/1/2050. Applies to taxable years after 12/31/2025. Amendments to §235-110.8(b), HRS, shall sunset on 7/1/2030. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
