      Status & Testimony

RELATING TO CESSPOOLS.

Accelerates the dates for the required upgrades, conversions, or connections of priority level 1 and priority level 2 cesspools to 2035 and 2040, respectively.  Appropriates funds to implement the cesspool compliance pilot grant program.  Re-establishes a cesspool upgrade, conversion, or connection tax credit.

      Status & Testimony

RELATING TO CESSPOOLS.

Requires the Department of Health, to the extent allowable under federal law, to prioritize the use of Water Pollution Control Revolving Fund moneys for projects by homeowners to upgrade cesspools to director-approved wastewater systems or connect homeowners' properties to sewerage systems, including projects for the installation of cluster systems or community package plants.

RELATING TO CESSPOOLS.

Creates within the Department of Health's Wastewater Branch a Cesspool Conversion Section, which shall be responsible for facilitating the conversion of cesspools within the State.  Establishes and appropriates funds for positions within the Cesspool Conversion Section.

RELATING TO UNDERGROUND STORAGE TANKS.

Clarifies the level of environmental restoration that owners and operators of underground storage tanks or tank systems must satisfy in the event of a confirmed release of jet fuel.  Specifies the restoration condition and quality acceptable by the Department of Health shall include the complete removal of all jet fuel, including jet fuel additives and all compounds resulting from the degradation of jet fuel or jet fuel additives, or the reaction of jet fuel or jet fuel additives with water or other chemicals.  Establishes a rebuttable presumption that any detection of these contaminants in the vicinity of an underground storage tank or a tank system after a confirmed release is a result of the confirmed release.

RELATING TO WATER QUALITY.

Expands the duties and powers of the Department of Health that relate to water quality and water quality testing to ensure the safety and health of Hawaii's residents.  Appropriates funds.

RELATING TO THE ENVIRONMENT.

Requires the Department of Health to conduct a statewide needs assessment to determine what will be needed to reduce waste generation, increase reuse, improve recycling collection services, and expand local processing of materials through an extended producer responsibility program for packaging materials and paper products.  Establishes an advisory council to review the draft needs assessment and propose recommendations throughout the assessment process.  Appropriates funds.

SB 1067

      Status & Testimony

RELATING TO DEPOSIT BEVERAGE CONTAINER RECYCLING.

Repeals certain exemptions for beverage dealers from the requirement to operate redemption centers and amends the types of containers they must accept for redemption.  Allows the establishment of regional centers for the redemption of refillable beverage containers but not as substitutes for dealers' means to receive deposit beverage containers.  Requires the Department of Health to establish a reverse vending machine pilot program to use the Deposit Beverage Container Deposit Special Fund to provide grants to deploy reverse vending machines.
