Authorizes the Division of Animal Industry of the Department of Agriculture to adopt, amend, and repeal rules to develop an assessment and approval process to import and move aquatic livestock in the State.  Requires the Aquaculture Program to develop a biological aquatic risk-based framework and biocontainment standards for the aquatic livestock assessment and approval process.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO INTERNATIONAL AFFAIRS.

Establishes the official designation of the East-West Center as the Center for Cultural and Technical Interchange Between East and West, Inc., and exempts state fund appropriations to the East-West Center from chapter 42F, HRS.  Renames the Hawaii Sister-State Committee to the Hawaii Sister-State and International Partnerships Commission and amends its functions and membership.  Requires the Office of International Affairs to provide support to the Hawaii Sister-State and International Partnerships Commission.  Expands the Department of Business, Economic Development, and Tourism's authority to establish out‑of‑state offices to include out-of-state facilities to support sister-state or province partnerships and other partnerships that promote and enrich the people, cultures, environments, and economies of the State and its international partners, generate revenue for the State, and buy property.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO THE STADIUM DEVELOPMENT SPECIAL FUND.

Requires gifts or grants from a private source deposited into the Stadium Development Special Fund to be used only for infrastructure related to the stadium and costs associated with the development of the stadium.  Requires any unexpended and unencumbered funds in the Stadium Development Special Fund to immediately lapse to the general fund if the NASED project is terminated.  Appropriates funds out of the Stadium Development Special Fund with certain conditions.  Effective 7/1/3000.  (HD1)

RELATING TO THE BOARD OF EDUCATION.

Establishes an Audit Office within the Board of Education to audit operations and expenditures of the Department of Education.  Exempts positions within the Audit Office from civil service law.  Requires annual reports to the Governor and Director of Finance.  Authorizes the Legislature to request a copy of the annual reports.  Establishes six full-time equivalent (6.0 FTE) positions within the Audit Office.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO SCHOOL MEALS.

Beginning with the 2025-2026 school year, expands free school meal coverage to students who currently qualify for reduced-price lunch.  Beginning with the 2026-2027 school year, expands free school meal coverage to students whose family income is no more than three hundred per cent of the federal poverty level.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO RENEWABLE GAS TARIFF.

Requires gas utility companies to submit proposed renewable gas tariffs to the Public Utilities Commission by 8/31/2025.  Requires the Public Utilities Commission to establish a renewable gas tariff within nine months of receiving a completed application for a proposed renewable gas tariff.  Effective 7/1/3000.  (HD1)

Establishes the Keauhou Aquifer System Monitoring Pilot Project.  Requires the Department of Land and Natural Resources to determine whether to continue, expand, or end the Pilot Project.  Appropriates funds to the Department of Land and Natural Resources for the Pilot Project and to install two monitoring wells in the Keauhou Aquifer System.  Requires reports to the Legislature.  Effective 7/1/3000.  (HD1)

Prohibits a procurement officer from disclosing a competing offeror's proposal or evaluation score, except the summary of scores, during a debriefing requested by a non-selected offeror.  Authorizes the disclosure of a competing offeror's proposal or evaluation score after any protest is resolved and the contract is executed.

Establishes the Mixed-Income Subaccount within the Rental Housing Revolving Fund that targets workforce rental housing projects for persons and families with incomes at or below one hundred forty per cent of the area median income.  Authorizes the Director of Finance to transfer funds from the Rental Housing Revolving Fund into the Mixed-Income Subaccount.  Appropriates funds into and out of the Mixed-Income Subaccount of the Rental Housing Revolving Fund.  Effective 7/1/3000.  (HD1)

RELATING TO WORKERS' COMPENSATION MEDICAL BENEFITS.

Expands workers' compensation medical benefits for firefighters to include coverage for adenocarcinoma or mesothelioma of the respiratory system; cancer of the buccal cavity, colon, pharynx, and thyroid; and malignant melanoma.  Specifies that an employer may prove that the cancer or disease was not associated with the firefighting duties to deny medical benefits under workers' compensation law.  Effective 7/1/3000.  (HD1)

RELATING TO HAWAII RETIREMENT SAVINGS ACT.

Clarifies the definition of "covered employer" under the Hawaii Retirement Savings Act.  Requires covered employers to automatically enroll covered employees into the Hawaii Retirement Savings Program unless the employee opts out.  Repeals the limit on the total fees and expenses that can be spent for the Program each year.  Appropriates funds to the Department of Labor and Industrial Relations for the development and operation of the Program.  Effective 7/1/3000.  (HD1)

RELATING TO EMERGENCY MANAGEMENT.

Amends emergency management laws to clarify state and county authority.  Prohibits the Governor or Mayor from suspending requests for records or vital records and statistics during a state of emergency.  Adds definition of the term "severe weather warning".  Allows the Legislature and county councils to terminate a state of emergency, in whole or in part, issued by the Governor or Mayor, respectively.  Effective 7/1/3000.  (HD2)

RELATING TO VETERANS CEMETERIES.

Establishes the Veterans Cemeteries Board within the Office of Veterans' Services of the Department of Defense to provide veterans cemeteries in the State with guidance, education, technical assistance, and other support to ensure compliance with standards set by the National Cemetery Administration of the United States Department of Veterans Affairs.  (SD2)

RELATING TO PARKING.

Establishes a state reserved parking space enforcement fine for the unauthorized use of parking spaces reserved for persons with disabilities or electric vehicles to be deposited into the Safe Routes to School Program Special Fund.  Specifies that a fine shall not be imposed on a person who parks in a space designated and marked as reserved for electric vehicles if the electric vehicle charging system is visibly inoperable or broken.  Effective 7/1/3000.  (HD2)

RELATING TO TRANSPORTATION.

Requires, when planning and managing state highways, in certain areas to be determined by certain national standards.  Establishes requirements for the State Highway Safety and Modernization Council.  Authorizes the State Highway Safety and Modernization Council to select potential areas for the Department of Transportation to install additional photo red light imaging detector systems.  Prohibits any vehicles from blocking marked crosswalks.  Authorizes the Department of Transportation to implement additional automated speed enforcement systems in school zones as designated by the Safe Routes to School Advisory Committee.  Requires annual reports.  Requires the Department of Transportation to collaborate with the courts before any expansion of the photo red light imaging detector and automated speed enforcement systems.  Appropriates funds.  Effective 7/1/3000.  (HD2)

RELATING TO FEES.
