Makes emergency appropriations for fiscal year 2024-2025 to the Department of Accounting and General Services and the Judiciary for payroll and fringe benefits of affected Department of Law Enforcement personnel. RELATING TO THE HAWAIIAN HOMES COMMISSION ACT. Clarifies that Act 130, SLH 2024, which amended the Hawaiian Homes Commission Act, takes effect on the earlier of the date of the Secretary of the Interior's notification letter that Act 130 does not require congressional approval, or on the date that the United States Congress approval becomes law. RELATING TO THE PROCEDURE FOR PAYMENT UNDER PROTEST LAWSUITS. Allows for the interest earned on payments under protest in the litigated claims fund to be paid in nontaxation cases if the claimant prevails. Establishes a procedure for the disposition of moneys and refiling of actions when a payment under protest suit is filed prematurely. Effective 7/1/3000. (HD1)

RELATING TO DIGITAL IDENTIFICATION. Requires digitized identification cards to be accepted as a valid form of identification, under certain conditions. Establishes a two-year pilot program in the Probate Court and Family Court of the First Circuit to fund certain guardianship- and conservatorship‑related court resources in situations where the respondent does not have sufficient funds to pay for one or more of the resources and the court has deemed the resource or resources beneficial. PART I: Allows recordings made by law enforcement agencies who are using, controlling, or operating unmanned aerial vehicles to establish probable cause for arrests under the Fireworks Control Law if the unmanned aerial vehicle is recording directly above public property and the act leading to the arrest is committed on public property. PART II: Appropriates funds to the Department of Law Enforcement for the purchase of unmanned aerial vehicles to monitor the use of illegal fireworks. Effective 7/1/3000. (HD1)

RELATING TO FIREWORKS. Establishes an adjudication system and procedures to process fireworks infractions. Amends multiple definitions and penalties for fireworks offenses, including heightened penalties if another person suffers substantial bodily injury, serious bodily injury, or death as a result of the fireworks offenses. RELATING TO PROPERTY FORFEITURE. Increases transparency and accountability surrounding property forfeiture. Clarifies which property is subject to forfeiture. Amends the authorized disposition of forfeited property and the proceeds thereof. Repeals language that requires the Hawaii Omnibus Criminal Forfeiture Act to be construed liberally. RELATING TO GUN VIOLENCE PREVENTION. Establishes the Office of Gun Violence Prevention to conduct community outreach on gun violence prevention, develop and administer a grant program for gun violence prevention, and develop and administer a gun violence resource bank. Establishes the Gun Violence Prevention Special Fund and appropriates funds into and out of the special fund. Appropriates funds. Effective 7/1/3000. (HD1)

The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
