RELATING TO THE ENVIRONMENT.

Amends the authorized uses of the Deposit Beverage Container Deposit Special Fund.  Requires the Department of Health to conduct a statewide needs assessment to determine what will be needed to reduce waste generation, increase reuse, improve recycling collection services, and expand local processing of materials through an extended producer responsibility program for packaging materials and paper products.  Establishes an advisory council to review the draft needs assessment and propose recommendations throughout the assessment process.  Requires the Department of Health to hold a public hearing on the draft needs assessment and complete and submit the needs assessment to the Legislature by 12/31/2028.  Appropriates funds out of the Deposit Beverage Container Deposit Special Fund.  Effective 7/1/3000.  (HD2)

RELATING TO ENERGY FINANCING.

Authorizes the Clean Energy and Energy Efficiency Revolving Loan Fund to be used to provide financial assistance to underserved ratepayers, in addition to other eligible borrowers.  Appropriates funds into and out of the Clean Energy and Energy Efficiency Revolving Loan Fund.  Effective 7/1/3000.  (HD1)

RELATING TO CLEAN ENERGY.

Requires all state and county agencies to utilize applicable federal clean energy tax credits, pursuant to the Inflation Reduction Act of 2022, for the purchase and financing of capital improvement projects that use clean energy technology and zero-emission vehicles.  Effective 7/1/3000.  (HD1)

RELATING TO ELECTRIC VEHICLE CHARGING INFRASTRUCTURE.

Requires the design of all new state building construction where parking is to be included to provide that at least twenty-five per cent of parking stalls be electric vehicle charger-ready.  Requires the Hawaii State Energy Office, in consultation with the Department of Accounting and General Services and Department of Transportation, to conduct a survey and identify certain high-priority state facilities.  Establishes a goal of the State to retrofit state facilities to be electric vehicle charger-ready.  Requires a report to the Legislature.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO WASTEWATER.

Allows an individual wastewater system to serve up to five bedrooms, regardless of the number of dwellings, dwelling units, or accessory units, whether attached or detached, with certain exclusions.  Effective 7/1/3000.  (HD2)

Establishes a Cesspool Conversion Section within the Department of Health's Wastewater Branch, which shall be responsible for facilitating the conversion of cesspools within the State.  Establishes and appropriates funds for positions within the Cesspool Conversion Section.  Effective 7/1/3000.  (HD1)

RELATING TO ENERGY.

Requires the Department of Budget and Finance to enter into step-in agreements for payment obligations arising under certain power purchase agreements.  Establishes the Power Purchase Costs Trust Fund.  Establishes that revenues from on-bill charges for power purchase agreements and revenues from a surcharge supporting a reserve account shall be held in trust by the State, and that independent power producers shall hold a beneficial interest in the revenues to the extent of the amounts owed under the covered power purchase agreements.  Appoints, authorizes, and empowers the electric utility to serve as the billing, collection, payment, and managing agent of the Department of Budget and Finance in the service of performing step-in agreements.  Effective 7/1/3000.  (HD1)
