RELATING TO ENERGY FINANCING. Authorizes the Clean Energy and Energy Efficiency Revolving Loan Fund to be used to provide financial assistance to underserved ratepayers, in addition to other eligible borrowers. Appropriates funds into and out of the Clean Energy and Energy Efficiency Revolving Loan Fund. Effective 7/1/3000. (HD1)

RELATING TO THE GREENHOUSE GAS SEQUESTRATION TASK FORCE. Repeals the Greenhouse Gas Sequestration Task Force. Effective 7/1/3000. (HD1)

RELATING TO ENERGY-EFFICIENCY PORTFOLIO STANDARDS. Extends the State's deadline to achieve its energy-efficiency portfolio standards from 2030 to 2045 and updates the standards. Requires the Public Utilities Commission to establish additional interim standards for electricity use reduction to be achieved by 2035 and 2040. Authorizes the Public Utilities Commission to adjust the 2030 and 2045 standards and interim standards. Effective 7/1/3000. (HD1)

RELATING TO GOVERNMENT PROCEDURES. Establishes the Intergovernmental Task Force for Permit Simplification to identify actions taken, challenges encountered, and legislative measures necessary to facilitate, expedite, and coordinate state and intergovernmental development permit processes. · The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.
· Testifiers for this hearing will be limited to 1 minute each.
