RELATING TO SMALL BUSINESS LOANS.

Establishes the Hawaii start-up business loan program.  Establishes the Hawaii start-up business loan program special fund.  Requires DBEDT to submit an annual report to the Legislature regarding the program.  Appropriates funds.

RELATING TO OUT-OF-STATE OFFICES.

Requires, and appropriates funds for, the Department of Business, Economic Development, and Tourism to establish an out-of-state office in the Philippines.

RELATING TO SEA SALT PRODUCTS.

Appropriates moneys to the Department of Business, Economic Development, and Tourism for providing education and support to local businesses regarding the United States Food and Drug Administration's guidance on colored sea salt.

Establishes and appropriates funds for a digital navigator pilot program to offer technical assistance with computers and electronic devices to residents.

Transfers the Hawaii Broadband and Digital Equity Office from the Department of Business, Economic Development, and Tourism to the Office of Enterprise Technology Services in the Department of Accounting and General Services.  Establishes the Hawaii Broadband and Digital Equity Special Fund.  Appropriates funds.

RELATING TO OFFICE OF ENTREPRENEURSHIP.

Establishes the office of entrepreneurship.  Authorizes the use of the Hawaii film and creative industries development special fund for a partnership program with the office.  Appropriates funds.

RELATING TO GENERAL EXCISE TAX.

Exempts food and groceries from the general excise tax.  Expands a 2024 session law exempting certain medical and dental services to include all medical and dental services.

RELATING TO TAXATION.

Establishes a refundable Family Caregiver Tax Credit for nonpaid family caregivers.  Requires the Department of Taxation to report to the Legislature.  Effective 7/1/3000.  (HD1)

Status

RELATING TO THE HOUSEHOLD AND DEPENDENT CARE SERVICES TAX CREDIT.

Increases a taxpayer's applicable percentage of employment-related expenses that is used to calculate the household and dependent care services tax credit.  Extends the sunset date of the temporary increase in maximum employment-related expenses that are used to calculate the household and dependent care services tax credit, established by Act 163, SLH 2023, to 6/30/2030.  Effective 7/1/3000.  Sunsets 6/30/3005.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
