RELATING TO DEPOSIT BEVERAGE CONTAINER REDEMPTION. Repeals the exemptions for certain dealers of deposit beverage containers and related provisions. Requires all dealers of deposit beverage containers to operate as redemption centers. Effective 7/1/2026.

RELATING TO INVASIVE SPECIES. Requires the Department of Agriculture to adopt rules and carry out an Invasive Species Placard Program for plant nurseries. Allows a county to adopt an Invasive Species Placard Program if the Department does not adopt the Program within a certain number of years.

RELATING TO INVASIVE SPECIES. Establishes a Plant Nursery Registry Program to regulate the sale of nursery stock. Requires certain plant nurseries to register with the Department of Agriculture.

RELATING TO AGRICULTURE. Requires the Department of Agriculture to conduct a study on agricultural markets for Hawaii farmers. Appropriates funds for the one year study on agricultural markets for Hawaii farmers. Establishes and funds two full-time equivalent (2.0 FTE) positions to collect agricultural data and conduct data analysis for public consumption. Requires a report to the Legislature.

RELATING TO PLANT-BASED BUILDING MATERIALS. Appropriates funds to the Department of Agriculture for the establishment and operation of programs relating to the development of hemp- and bamboo-based building materials.

RELATING TO AGRICULTURAL GRANTS. Establishes the conventional farming grant program to provide grants to small and midsized farmers who practice conventional farming. Appropriates moneys.

RELATING TO PESTICIDES. Requires quarterly rather than annual reporting of all use of restricted use pesticides. Amends the contents of reports to include specific geospatial data and information and increased detail on the amount of restricted use pesticides used. Requires the Department of Agriculture to develop an online reporting tool for restricted use pesticides.

RELATING TO PESTICIDES. Requires the Department of Agriculture to use consistent units of measurement in its summary to the public on the amounts of restricted use pesticides used. Establishes a one-half mile buffer zone for pesticides around schools and state and county public parks.

RELATING TO WATER INFRASTRUCTURE. Directs that Department of Agriculture, in collaboration with the Agribusiness Development Corporation and the counties, to conduct an agricultural water infrastructure study for the State of Hawaii. Appropriates moneys.

RELATING TO AGRICULTURAL WORKFORCE HOUSING. Requires the Department of Agriculture to establish an Agricultural Workforce Housing Working Group to address the shortage and challenges of agricultural workforce housing in the State. Requires reports to the Legislature. Appropriates funds.
