      Status & Testimony

RELATING TO STATEWIDE COMPOSTING.

Requires the Department of Health to adopt or amend rules to establish a classification system for composting facilities or operations.  Allows composting and co-composting in the agricultural district, including on lands with class A or class B soils.  Appropriates moneys.

      Status & Testimony

RELATING TO RECYCLING.

Allows manufacturers to coordinate activities directly related to the recycling of covered electronic devices.  Expands the scope of covered electronic devices to include electronic device peripherals and certain legacy devices.  Requires manufacturers to provide free collection service locations and collection events.

SB 1191

      Status & Testimony

RELATING TO SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM INCENTIVES.

Appropriates funds to the Department of Agriculture for the continued administration of the Hawaii Healthy Food Incentive Program and to provide matching funds to beneficiaries who participate in the Supplemental Nutrition Assistance Program.

SB 1633

      Status & Testimony

RELATING TO HEMP.

Establishes a green building tax credit for costs related to the construction of a primary structure made with at least thirty per cent Hawaii-grown hemp material.  Allows any hemp processor with a permit from the Department of Health to sell an edible or beverage cannabinoid product that contains a tetrahydrocannabinol concentration of not more than 2.5mg per serving and not more than twenty-five servings per package.  Prohibits the sale of an edible or beverage cannabinoid product to any person less than twenty-one years of age.  Establishes child-resistant packaging requirements for edible cannabinoid products.  Clarifies the tetrahydrocannabinol concentration limit for a non-edible legacy cannabinoid product or manufactured hemp product shall be subject only to federal restrictions.  Amends the definition of "hemp biomass" to include stalks and foliage material.  Requires the Department of Health to establish a dedicated hemp program to regulate hemp that is separate from the regulatory process for cannabinoid products with a high concentration of tetrahydrocannabinol.

RELATING TO WATER POLLUTION.

Requires a landowner in possession of ten thousand or more acres to be liable for damages and fines arising from runoff originating on the land and entering into state waters or onto state lands.  Requires the Department of Health to adopt rules as necessary for the purposes of this provision.

      Status & Testimony

RELATING TO WATER.

Authorizes the Department of Health to allow any county to implement a gray water recycling program that permits small farms of less than ten square acres in size the ability to use gray water for the purposes of irrigation.

RELATING TO WASTEWATER SYSTEMS.

Requires the Department of Health to amend its administrative rules to:  (1) Authorize not more than five dwelling units per dwelling connected to a single individual wastewater system; and (2) Provide that not more than five tiny homes with a total of one dwelling unit each may be connected to a single individual wastewater system.

      Status & Testimony

RELATING TO WASTEWATER MANAGEMENT.

Requires a wastewater treatment plant to test sewage sludge and any other residual material for the presence of PFAS.  Requires the Department of Health to adopt administrative rules for the safe disposal and sequestration of sewage sludge and other residual material that contain any amount of PFAS.  Prohibits the issuance or renewal of permits if testing yields PFAS in sewage sludge or other residual material on land used for agronomic purposes, on land where drainage tiles have been installed, on land that drains into waters of the State, or land in a five hundred-year floodplain.

RELATING TO AVIAN INFLUENZA.

Appropriates funds to the Department of Health and Department of Agriculture to prevent, monitor, and respond to avian influenza in Hawaii.
