STAND. COM. REP. NO.  2114

Honolulu, Hawaii

                , 2025

RE:   S.C.R. No. 65

Honorable Nadine K. Nakamura

Speaker, House of Representatives

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Madame:

Your Committee on Economic Development & Technology, to which was referred S.C.R. No. 65 entitled:

"SENATE CONCURRENT RESOLUTION URGING THE STADIUM AUTHORITY TO FINALIZE A CONTRACT FOR THE CONSTRUCTION OF THE NEW ALOHA STADIUM AND TO CONTINUE ITS EFFORTS IN EARNEST TO CREATE THE NEW ALOHA STADIUM ENTERTAINMENT DISTRICT,"

begs leave to report as follows:

The purpose of this measure is to urge the Stadium Authority to finalize a contract for the construction of the new Aloha Stadium and to continue its efforts in earnest to create the New Aloha Stadium Entertainment District.

Your Committee received testimony in support of this measure from the Department of Accounting and General Services and Aloha Hālawa District Partners.  Your Committee received comments on this measure from the Stadium Authority.

Your Committee finds that the development of a new stadium facility is crucial for supporting athletic events, concerts, festivals, and other events that will help spur economic growth.  Your Committee further finds that the New Aloha Stadium Entertainment District (NASED) Project, overseen by the Stadium Authority, involves the demolition of the existing Aloha Stadium, design and construction of a new facility, and mixed-use development of surrounding areas within the district.  This measure encourages the timely development and construction of the new stadium facility and continued progress of the NASED Project.

As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 65 and recommends its adoption.

Respectfully submitted on behalf of the members of the Committee on Economic Development & Technology,
