STAND. COM. REP. NO.  2112

Honolulu, Hawaii

                , 2025

RE:   S.C.R. No. 40

Honorable Nadine K. Nakamura

Speaker, House of Representatives

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Madame:

Your Committee on Economic Development & Technology, to which was referred S.C.R. No. 40 entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION TO INCREASE ITS FOCUS ON ADVANCED MANUFACTURING AND CYBERSECURITY TO ALLOW LOCAL MANUFACTURERS TO EXPAND PRODUCTION, LOWER COSTS, AND CREATE NEW PRODUCTS,"

begs leave to report as follows:

The purpose of this measure is to request the Hawaii Technology Development Corporation to increase its focus on advanced manufacturing and cybersecurity to allow manufacturers to expand production, lower costs, and create new products.

Your Committee received testimony in support of this measure from the Hawaii Military Affairs Council.  Your Committee received comments on this measure from the Department of Business, Economic Development, and Tourism.

Your Committee finds that advanced manufacturing, which refers to the incorporation of various innovative technologies in the manufacturing process, can help Hawaii businesses increase efficiency, improve product quality, and reduce manufacturing costs.  Your Committee further finds that given the large military presence in the State, there is an opportunity to collaborate with the United States Department of Defense and other federal agencies on cybersecurity initiatives that help protect local businesses.  This measure encourages increased support for local businesses in the areas of advanced manufacturing and cybersecurity.

As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 40 and recommends its adoption.

Respectfully submitted on behalf of the members of the Committee on Economic Development & Technology,
