Madame:

 

     Your Committee on Economic Development & Technology, to which was referred S.B. No. 742, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO DATA SHARING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish a Data Sharing and Governance Working Group within the Office of Enterprise Technology Services.

 

     Your Committee received testimony in support of this measure from the Senior Advisor for Mental Health and the Justice System to the Governor; Office of Wellness and Resilience; Executive Office on Early Learning; Office of Hawaiian Affairs; Department of Labor and Industrial Relations; Department of Human Services; Department of Health; Office of Enterprise Technology Services; Hawaiʻi State Commission on the Status of Women; Hawaiʻi Data Collaborative; Workforce Development Council; HawaiiKidsCAN; and Hawaiʻi Workforce Funders Collaborative.  Your Committee received comments on this measure from the University of Hawaiʻi System.  

 

     Your Committee finds that a lack of coordinated data sharing is limiting the State's ability to address its affordability crisis, workforce needs, and economic development goals.  Strengthening data governance will enable better decision-making, increase efficiency, and help the State retain its residents by improving education and employment outcomes.  Other states have successfully reformed their data systems to improve cross-agency collaboration, providing a model for Hawaii to follow.

 

     Your Committee has amended this measure by:

 

     (1)  Adding the Executive Director of the Hawaii State Commission on the Status of Women, or the Executive Director's designee, as a member of the Data Sharing and Governance Working Group;

 

     (2)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 742, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 742, S.D. 2, H.D. 1, and be referred to your Committee on Finance.
