Madame:

 

     Your Committee on Housing, to which was referred S.B. No. 65, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO HOUSING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to appropriate funds to the Hawaii Public Housing Authority for the rehabilitation, remodeling, renovation, and repair of public housing units.

 

     Your Committee received testimony in support of this measure from the Department of Human Services; Hawaii Public Housing Authority; Makakilo/Kapolei/Honokai Hale Neighborhood Board No. 34; Catholic Charities Hawaiʻi; and Kunia Village Title Holding Corporation.

 

     Your Committee finds that many Hawaii Public Housing Authority properties were constructed over fifty years ago and require extensive updates to remain safe and habitable.  Your Committee further finds that the Authority currently faces a significant capital needs backlog of approximately $720,000,000.  As the Authority relies on federal funding, which is tied into unit occupancy, for approximately ninety percent of its operations, the rehabilitation of vacant units is critical to maximizing federal support.

 

     Your Committee has amended this measure by changing the effective date to July 1, 3000, to encourage further discussion.

 

     Your Committee respectfully requests your Committee on Finance, should it deliberate on this measure, to consider an appropriation amount of $10,000,000.

 

     As affirmed by the record of votes of the members of your Committee on Housing that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 65, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 65, S.D. 2, H.D. 1, and be referred to your Committee on Finance.
