Madame:

 

     Your Committee on Finance, to which was referred S.B. No. 1571, S.D. 2, H.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO TOURISM,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Exempt all positions filled by the Hawaii Tourism Authority within the Department of Business, Economic Development, and Tourism from the state civil service law;

 

     (2)  Designate the Board of Directors of the Hawaii Tourism Authority as an advisory board; and

 

     (3)  Amend the eligibility requirements to serve on the Hawaii Tourism Authority board of directors by repealing the two-year waiting period for former Hawaii Visitors and Convention Bureau board members.

 

     Your Committee received testimony in opposition to this measure from the Hawaii Government Employees Association, AFSCME Local 152, ALF-CIO; and one individual.  Your Committee received comments on this measure from the Department of Business, Economic Development, and Tourism; and Hawaiʻi Tourism Authority.

 

     Your Committee has amended this measure by making the President and Chief Executive Officer of the Hawaii Tourism Authority a position appointed by the Governor, with the advice and consent of the Senate.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1571, S.D. 2, H.D. 2, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1571, S.D. 2, H.D. 3.
