Madame:
Your Committee on Energy & Environmental Protection, to which was referred S.B. No. 1341 entitled:
"A BILL FOR AN ACT RELATING TO ENERGY INDUSTRY INFORMATION REPORTING,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Add the promotion of critical infrastructure protection and emergency management, response, and recovery to the relevant purposes of the Energy Data Collection Program; and
Your Committee finds that the State must safeguard its critical infrastructure and ensure that in times of crisis, all relevant departments are equipped with the information needed to anticipate risks, coordinate emergency response efforts, and ensure continuity of essential services. This measure adds the promotion of critical infrastructure protection and emergency response and recovery to the purposes of the Energy Data Collection Program and authorizes the Hawaii Emergency Management Agency and Office of Homeland Security to examine energy information statements, thereby strengthening the State's ability to safeguard its energy infrastructure and the resilience and responsiveness of the State's energy supply.
As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1341 and recommends that it pass Second Reading and be referred to your Committee on Judiciary & Hawaiian Affairs.
