Madame:

 

     Your Committee on Water & Land, to which was referred S.B. No. 1083, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO PORT INFRASTRUCTURE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Require the Department of Land and Natural Resources to include line-item funding for maintenance dredging at state small boat harbor facilities in its annual budget request for each fiscal biennium beginning with the 2027-2029 fiscal biennium; and

 

     (2)  Appropriate funds for maintenance dredging at state small boat harbors, boat launch ramp facilities, and other state boating facilities and waterways.  

 

     Your Committee received testimony in support of this measure from the Department of Land and Natural Resources; Activities and Attractions Association of Hawaii; Sailing Maui Inc.; The Magic Merman Snorkel Charters; Ocean Tourism Coalition; Polynesian Adventure Tours, LLC; and six individuals.  Your Committee received comments on this measure from the Department of Budget and Finance.

 

     Your Committee finds that maintenance dredging is critical to the upkeep of the State's small boat harbors, channels, ramps, and other port infrastructure.  Your Committee further finds that the Department of Land and Natural Resources must obtain funding for dredging through the capital improvement project budget, which often delays the commencement of dredging projects, resulting in increased dredging costs and interfering with vessel navigation and the launching and retrieval of vessels at small boat harbors and other state boating facilities and waterways.  Your Committee believes that requiring the Department of Land and Natural Resources to include funding for maintenance dredging as part of the Department's annual budget request will ensure the State's harbors and launch facilities are timely maintained to be safe and accessible.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     Your Committee respectfully requests your Committee on Finance, should it deliberate on this measure, to consider an appropriation amount of $ 5,000,000.

 

     As affirmed by the record of votes of the members of your Committee on Water & Land that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1083, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1083, S.D. 2, H.D. 1, and be referred to your Committee on Finance.
