Honorable Nadine K. Nakamura

Speaker, House of Representatives

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Madame:

Your Committee on Tourism, to which was referred H.R. No. 137 entitled:

"HOUSE RESOLUTION STRONGLY URGING THE HAWAII TOURISM AUTHORITY TO REQUIRE ALL TRANSIENT ACCOMMODATIONS TO INCORPORATE THE PONO PLEDGE AS A REQUIREMENT FOR GUEST CHECK-IN,"

begs leave to report as follows:

The purpose of this measure is to strongly urge the Hawaii Tourism Authority to require all transient accommodations to require guests to take the Pono Pledge upon check-in.

Your Committee received testimony in support of this measure from Fair Wind Cruises.  Your Committee received comments on this measure from the Hawaii Tourism Authority.

Your Committee has amended this measure by:

     (1)  Strongly urging the Hawaii Tourism Authority to encourage, rather than require, all transient accommodations to require guests to take the Pono Pledge upon check-in; and

     (2)  Changing the title of the measure accordingly.

As affirmed by the record of votes of the members of your Committee on Tourism that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 137, as amended herein, and recommends that it be referred to your Committee on Consumer Protection & Commerce in the form attached hereto as H.R. No. 137, H.D. 1.

Respectfully submitted on behalf of the members of the Committee on Tourism,
