Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.C.R. No. 30 entitled:

 

"HOUSE CONCURRENT RESOLUTION REQUESTING EACH COUNTY POLICE DEPARTMENT TO INCREASE ENFORCEMENT AGAINST OUT-OF-STATE VEHICLES OPERATING ON PUBLIC ROADWAYS THAT HAVE NOT BEEN PROPERLY REGISTERED IN THE APPROPRIATE COUNTY,"

 

begs leave to report as follows:

 

     The purpose of this measure is that each county police department is requested to increase enforcement against out-of-state vehicles operating on public roadways that have not been properly registered in the appropriate county.

 

Your Committee received testimony in support for this measure from the Department of Transportation.  

 

           Your Committee finds that enforcement against out-of-state vehicles operating without proper registration ensures compliance with safety and environmental standards. It promotes fairness, protects local revenue, and maintains road safety, while encouraging visitors to respect local regulations, ultimately benefiting public infrastructure, and equitably supporting residents and communities.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 30 and recommends its adoption.
