Madame:

 

     Your Committee on Tourism, to which was referred H.C.R. No. 192, H.D. 1, entitled:

 

"HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM TO ESTABLISH A NATIVE HAWAIIAN ECONOMIC DEVELOPMENT WORKING GROUP,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Department of Business, Economic Development, and Tourism to establish a Native Hawaiian Economic Development Working Group (Working Group).

 

     Your Committee received testimony in support of this measure from the Office of Hawaiian Affairs; Department of Business, Economic Development, and Tourism; Nation of Hawaii; Ironworkers Stabilization Fund; and five individuals.  Your Committee received testimony in opposition to this measure from the Department of the Prosecuting Attorney of the City and County of Honolulu and three individuals.  Your Committee received comments on this measure from one individual.

 

     Your Committee has amended this measure by:

 

     (1)  Adding one representative each from the Office of Hawaiian Affairs, Council for Native Hawaiian Advancement, and Native Hawaiian Chamber of Commerce as members of the Working Group; and

 

     (2)  Instead of requesting the Working Group to consider gaming as one pathway to spur economic opportunity for Native Hawaiians, requesting the Working Group to study the definition of gaming and look at all options to spur economic opportunity.

 

     As affirmed by the record of votes of the members of your Committee on Tourism that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 192, H.D. 1, as amended herein, and recommends its adoption in the form attached hereto as H.C.R. No. 192, H.D. 2.
