Your Committee on Finance, to which was referred H.C.R. No. 183 entitled:

"HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF TAXATION AND THE ECONOMIC RESEARCH ORGANIZATION AT THE UNIVERSITY OF HAWAII TO COLLABORATE AND DEVELOP DATA DRIVEN ANALYSES OF THE IMPACTS OF TAX POLICIES ON ECONOMIC DEVELOPMENT, MIGRATION PATTERNS, AND OTHER FACTORS AFFECTING PUBLIC POLICY,"

begs leave to report as follows:

The purpose of this measure is to request the Department of Taxation and the Economic Research Organization at the University of Hawaii to collaborate and develop data driven analyses of the impacts of tax policies on economic development, migration patterns, and other factors affecting public policy.

Your Committee received testimony in support of this measure from the University of Hawaii Economic Research Organization; National Federation of Independent Businesses, Hawaii Chapter; Hawaii Government Employees Association; and Hawaii Food Industry Association. Your committee received comments on this measure from the Department of Taxation.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 183 and recommends its adoption.
