Sir:
Your Committee on Ways and Means, to which was referred H.B. No. 800, H.D. 1, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO GOVERNMENT,"
begs leave to report as follows:
The purpose and intent of this measure is to transfer land between the State and the City and County of Honolulu.
More specifically, this measure:
(1) Provides for the transfer of certain parcels in the Liliha Civic Center area and Iwilei Fire Station area from various state agencies to the City and County of Honolulu;
(2) Provides for the transfer of the parcel of land on which Alii Place is sited from the City and County of Honolulu to the Department of Land and Natural Resources;
(3) Repeals the sunset provision of Act 45, Session Laws of Hawaii 2024; and
(4) Exempts the lands transferred to the Department of Land and Natural Resources from the definition of public lands for the purposes of Chapter 171, Hawaii Revised Statutes.
Your Committee received written comments in support of this measure from the Department of Accounting and General Services and Department of Land and Natural Resources.
Your Committee received written comments in opposition to this measure from the City and County of Honolulu.
Your Committee received written comments on this measure from the Pacific Housing Assistance Corporation.
Your Committee finds that this measure will help address the State's pressing office space needs by presenting an opportunity to secure long-term office space for State agencies, thereby reducing government reliance on private commercial office space. Your Committee further finds that the exchange of the identified state properties for the fee simple interest in the parcel of land known as Alii Place will be mutually beneficial and of great long‑term benefit to the State and the City and County of Honolulu.
Your Committee has amended this measure by:
(1) Removing Part III of the measure which repealed the sunset provisions of Act 45, Session Laws of Hawaii 2024; and
(2) Making technical nonsubstantive changes for purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 800, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 800, H.D. 1, S.D. 2.
