Madam and Sir:

 

     Your Committee on Conference on the disagreeing vote of the House of Representatives to the amendments proposed by the Senate in H.B. No. 667, H.D. 1, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

 

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

 

     The purpose and intent of this measure is to require:

 

     (1)  The Department of Transportation or the appropriate county department or agency to:

 

          (A)  Scan the deceased animal for a microchip;

 

          (B)  Record the microchip as well as any other relevant information; and

 

          (C)  Notify appropriate county animal services or animal service contractors about the deceased animal; and

 

     (2)  A county agency assisting with the disposal of a deceased cat or dog found on a public roadway to collaborate with the Department of Transportation in utilizing the Department's microchip scanners.

 

     Your Committee on Conference has amended this measure by:

 

     (1)  Clarifying the requirements for the Department of Transportation and applicable county agencies in scanning any cat or dog carcass found on a state or county roadway;

 

     (2)  Deleting language relating to the Department of Transportation or county agency disposing of a deceased cat or dog found on a public roadway and assisting each other in disposing of the cat or dog;

 

     (3)  Authorizing the Department of Transportation and each county to coordinate with each other to share scanner resources;

 

     (4)  Changing the effective date to upon approval; and

 

     (5)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of H.B. No. 667, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as H.B. No. 667, H.D. 1, S.D. 1, C.D. 1.
