Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.B. No. 369 entitled:

 

"A BILL FOR AN ACT RELATING TO CAMPAIGN CONTRIBUTIONS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require excess contributions of more than $100 in cash, in the aggregate, from a single person during an election period to a candidate, candidate committee, or noncandidate committee to escheat to the Hawaii Election Campaign Fund if not returned to the contributor within thirty days.

 

     Your Committee received testimony in support of this measure from the Campaign Spending Commission.

 

     Your Committee finds that candidates, candidate committees, and noncandidate committees are prohibited from accepting a contribution of more than $100 in cash, in aggregate, from a single person during each election period.  This measure ensures that contributions in excess of $100 are returned to the contributor within thirty days and, if not returned within thirty days, are deposited into the Hawaii Election Campaign Fund.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 369 and recommends that it pass Second Reading and be placed on the calendar for Third Reading.
