Your Committee on Finance, to which was referred H.B. No. 1467, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO HOUSING RESILIENCY,"

begs leave to report as follows:

The purpose of this measure is to establish and appropriate funds for the Strengthen Hawaii Homes Program within the Department of Business, Economic Development, and Tourism to administer grants to retrofit residential properties to enhance resilience against disaster impacts and reduce potential insurance liabilities.

Your Committee received testimony in support of this measure from the Hawaiʻi Climate Advisory Team; Hawaiʻi Association of REALTORS; and Hawaiʻi Executive Collaborative Climate Hawaiʻi partners. Your Committee received comments on this measure from the Hawaii Green Infrastructure Authority; Hawaii Housing Finance and Development Corporation; Office of Information Practices; and Makakilo/Kapolei/Honokai Hale Neighborhood Board No. 34.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1467, H.D. 2, and recommends that it pass Third Reading.
