Madame:

 

     Your Committee on Finance, to which was referred H.B. No. 1293, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO DEPARTMENT OF EDUCATION PROCUREMENT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to temporarily adjust the Department of Education's small purchase procurement capacity by:

 

     (1)  Exempting purchases of local edible produce and packaged food products less than $100,000 from the electronic procurement system requirement;

 

     (2)  Requiring no less than three written quotes for purchases of local edible produce and packaged food products of $15,000 to less than $25,000; and

 

     (3)  Requiring no less than two written quotes for purchases of local edible produce and packaged food products of $5,000 to less than $15,000 for certain schools in rural communities.

 

     Your Committee received testimony in support of this measure from the Hawaiʻi Farm Bureau; Ka Ohana O Na Pua; Hoʻōla Farms; Hawaiʻi Public Health Institute; Ulupono Initiative; and numerous individuals.  Your Committee received testimony in opposition to this measure from the State Procurement Office.  Your Committee received comments on this measure from the Department of Education.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the procurement threshold amounts to unspecified amounts; and

 

     (2)  Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1293, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1293, H.D. 2.
