Madame:
Your Committee on Water & Land, to which was referred H.B. No. 1144 entitled:
"A BILL FOR AN ACT RELATING TO EMPLOYMENT IN THE STATE HISTORIC PRESERVATION PROGRAM,"
begs leave to report as follows:
The purpose of this measure is to allow the Department of Land and Natural Resources to employ civil service and non-civil service professional and technical staff in its State Historic Preservation Program.
Your Committee finds
that existing law requires the State Historic Preservation Program to employ
professional and technical staff in compliance with the State's civil service
requirement. Your Committee further
finds that authorizing a civil service exemption for these employees will
enable the State Historic Preservation Program to maintain competitive
compensation with the private sector, retain staff, and fill vacancies.
Your
Committee has amended this measure by:
(1) Changing the effective date to July 1, 3000,
to encourage further discussion; and
(2) Making technical, nonsubstantive amendments
for the purposes of clarity, consistency, and style.
Your Committee respectfully requests your Committee on Labor, should it deliberate on this measure, to consider whether to reprice and reclassify these positions as an alternative means of ensuring competitive compensation for these positions.
As affirmed by the record of votes of the members of your Committee on Water & Land that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1144, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1144, H.D. 1, and be referred to your Committee on Labor.
