     Your Committee on Ways and Means, to which was referred H.B. No. 110, H.D. 1, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO LOCAL AGRICULTURAL PRODUCTS,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to modify certain benchmark goals and the timeline for the Department of Education to provide locally sourced agricultural and food products.

 

     Your Committee received written comments in support of this measure from the Department of Agriculture, Hawaii Cattlemen's Council, Hawaii Farm Bureau, Hawaii Farmers Union, Hawaii Food+ Policy, Hawaii Public Health Institute, and two individuals.

 

     Your Committee received written comments on this measure from the Department of Education.

 

     Your Committee finds that supporting local agriculture and strengthening local food systems are matters of statewide concern.  Your Committee further finds that the Legislature has set clear and ambitious target goals for the purchase of locally grown food by the Department of Education and other state departments.  Your Committee recognizes that existing goals set different standards for various departments and that this measure will resolve some of the discrepancies.

 

     Your Committee has amended this measure by changing the effective date from July 1, 2050, to upon approval.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 110, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 110, H.D. 1, S.D. 2.
