Madame:

 

     Your Committee on Housing, to which was referred H.B. No. 1097 entitled:

 

"A BILL FOR AN ACT RELATING TO PUBLIC HOUSING EVICTIONS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to reduce the period of time the Hawaii Public Housing Authority is required to store the unclaimed property of a tenant evicted from public housing from thirty to fourteen days.

 

     Your Committee received testimony in support of this measure from the Hawaii Public Housing Authority.

 

     Your Committee finds that when a Hawaii Public Housing Authority tenant is evicted, oftentimes the Authority is forced to store their belongings.  In most circumstances, the Authority does not have dedicated storage facilities where the evicted tenant's property can be stored, so the property must be stored in the vacated unit, which delays repair work and placement of a new family into the unit.  This measure enables the Authority to efficiently prepare and turn over vacant units so more individuals and families can secure stable housing.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Housing that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1097, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1097, H.D. 1, and be referred to your Committee on Finance.
