Madame:
Your Committee on Housing, to which was referred H.B. No. 1094 entitled:
"A BILL FOR AN ACT RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY,"
begs leave to report as follows:
Your Committee finds that Hawaii Public Housing Authority federal public housing projects do not have on-site storage facilities, which make it challenging to retain abandoned or seized property for extended periods. This measure establishes clear procedures for the management of abandoned or seized property in federal public housing projects similar to the procedures already in place for State public housing projects, which will create uniformity in the Authority's policies while improving operational efficiencies and reducing the average vacancy period of units.
Your Committee has amended this measure by:
(1) Changing the effective date to July 1, 3000, to encourage further discussion; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Housing that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1094, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1094, H.D. 1, and be referred to your Committee on Judiciary & Hawaiian Affairs.
