     Your Committee on Hawaiian Affairs, to which was referred H.B. No. 1091, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO SEWER TRANSMISSION LINES,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to require a county to accept, within sixty days after receipt of a completed application for maintenance request, license or dedication of sewer transmission lines and related sewerage facilities servicing Hawaiian Home Lands that are brought into compliance by the Department of Hawaiian Home Lands.

 

     Your Committee received testimony in support of this measure from the Department of Hawaiian Home Lands.

 

     Your Committee finds that the Department of Hawaiian Home Lands manages sewer transmission lines that are to be transferred to the various counties for long term management and maintenance.  The Department of Hawaiian Home Lands is currently in the process of ensuring that all sewer transmission lines serving Hawaiian home lands are in compliance or are brought into compliance with all applicable federal, state, and county environmental, design, and construction requirements.  This measure will ensure that these sewer transmission lines are transferred to the various counties in a timely manner.  The timely transfer of sewer lines from the Department of Hawaiian Home Lands to the appropriate counties will provide cost savings to the Department, allowing for more lots to be developed for applicants on the Department of Hawaiian Home Lands waiting list and other maintenance needs for lessees who reside on Hawaiian home lands.

 

     As affirmed by the record of votes of the members of your Committee on Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1091, H.D. 1, and recommends that it pass Second Reading and be referred to your Committees on Ways and Means and Judiciary.
