Sir:

 

     Your Committee on Ways and Means, to which was referred H.B. No. 1007, H.D. 2, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to streamline the process to provide transit-oriented development infrastructure improvements.

 

     Specifically, this measure:

 

     (1)  Authorizes the Hawaii Community Development Authority to cooperate with private and public sector entities to engage in improvement projects in the State;

 

     (2)  Makes the Transit-Oriented Development Infrastructure Improvement District a program under the Hawaii Community Development Authority; and

 

     (3)  Establishes the Transit-Oriented Community Improvement Partnership to prioritize and implement community improvements and amenities that benefit local residents.

 

     Your Committee received written comments in support of this measure from the Hawaii Community Development Authority, Department of Hawaiian Home Lands, Oahu Metropolitan Planning Organization, and the Stadium Authority.

 

     Your Committee received written comments on this measure from the Department of the Attorney General.

 

     Your Committee finds that streamlining the process to provide transit-oriented development infrastructure improvements will allow housing to be built more rapidly and priced more affordably, encourage the development of walkable and connected communities, and improve the quality of life for Hawaii residents.

 

Your Committee has amended this measure by:

 

     (1)  Renaming the "transit-oriented development  infrastructure district program" as the "transit‑oriented community improvement program";

 

     (2)  Requiring the program to enable affordable and liveable communities that provide for the best quality of life;

 

     (3)  Renaming "transit-oriented development infrastructure improvement program areas" as "transit-oriented community improvement program areas";

 

     (4)  Replacing the four "transit-oriented development infrastructure improvement district boards" with one "transit-oriented community improvement board";

 

     (5)  Deleting and adding various individuals to the transit-oriented community improvement board;

 

     (6)  Providing additional powers to the board for the implementation of the program;

 

     (7)  Expanding the duties and responsibilities of the board for guiding planning and implementation for the Hawaii Community Development Authority in certain areas;

 

     (8)  Adding a provision to prevent conflicts of interest of board members;

 

     (9)  Authorizing the Legislature to designate additional transit‑oriented community improvement areas;

 

     (10) Deleting Part II of the measure, relating to the Transit-Oriented Community Improvement Partnership; and

 

     (11) Making technical nonsubstantive amendments for purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1007, H.D. 2, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1007, H.D. 2, S.D. 2.
