STAND. COM. REP. NO. 1847

Honolulu, Hawaii

RE:    GOV. MSG. NO. 655

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Sir:

Your Committee on Health and Human Services, to which was referred Governor's Message No. 655, submitting for study and consideration the nomination of:

Language Access Advisory Council

G.M. No. 655

TULPE DAY,

for a term to expire 06-30-2028,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Tulpe Day for service on the Language Access Advisory Council.

Your Committee received testimony in support of the nomination for the appointment of Tulpe Day from Micronesians United-Big Island, Hawaii Coalition for Immigrant Rights, and two individuals.

Upon review of the testimony, your Committee finds that Ms. Day's professional experience, background, and desire to serve her community qualify her for consideration for appointment to the Language Access Advisory Council as a representative residing in the County of Hawaii who has shown interest in language access.  Your Committee notes that Ms. Day has been an immigration information office specialist for the County of Hawaii's Immigration Information Office for over ten years.  Your Committee further notes that Ms. Day is also an active member in professional and community organizations, including Micronesians United-Big Island.  Previously, Ms. Day served as an employment counselor for Goodwill Industries of Hawaii and Interim Director of Catholic Charities Hawaii, Hawaii Island Community Office.  Your Committee further finds that Ms. Day has previously served as a member of the Language Access Advisory Council.  Your Committee therefore recommends that Tulpe Day be appointed to the Language Access Advisory Council based on her background, knowledge, and desire to contribute to the community.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Health and Human Services,
