     Your Committee on Economic Development and Tourism, to which was referred Governor's Message Nos. 513, 514, and 617, submitting for study and consideration the nominations of:

     Your Committee reviewed the personal histories, resumes, and statements submitted by James Lee, Jennifer Salisbury, and Nikki Ige for service on the Small Business Regulatory Review Board.

 

JAMES LEE

 

     Your Committee received testimony in support of the nomination for the reappointment of James Lee from the Department of Business, Economic Development, and Tourism and Small Business Regulatory Review Board.

 

     Upon review of the testimony, your Committee finds that Mr. Lee's experience, background, and commitment to public service qualify him for reappointment to the Small Business Regulatory Review Board.  Mr. Lee is a resident of the County of Hawaii, and has over thirty years of experience in real estate management.  Mr. Lee has been the Director of Development for W.H. Shipman, Ltd., a real property corporation, since 2005.  Your Committee further notes that Mr. Lee remains involved with various organizations in the community, including the Hawaii County Fire Commission, Hawaii Island Chamber of Commerce, Hawaii Leeward Planning Conference, and Land Asset and Management Committee of the Roman Catholic Church in the State of Hawaii.  Your Committee further finds that Mr. Lee has been a member of the Small Business Regulatory Review Board since 2019, and his experience and knowledge will continue to be assets to the Board.  Your Committee therefore recommends that James Lee be reappointed to the Small Business Regulatory Review Board based on his experience and commitment to public service.

 

JENNIFER SALISBURY

 

     Your Committee received testimony in support of the nomination for the appointment of Jennifer Salisbury from the Department of Business, Economic Development, and Tourism and Small Business Regulatory Review Board.

 

     Upon review of the testimony, your Committee finds that Dr. Salisbury's experience, background, and commitment to public service qualify her for appointment to the Small Business Regulatory Review Board as a nominee submitted by the President of the Senate.  Your Committee notes that Dr. Salisbury is a resident of the County of Maui and has earned her master's degree in business administration with specialization in knowledge and learning management, and a Doctorate of Education in adult learning and higher education from Walden University.  Dr. Salisbury has over fifteen years of experience in real estate and business development and has owned Fix-It-Right Homes, LLC dba Ready Time Homes since 2016.  Your Committee further notes that Dr. Salisbury has been involved with various community organizations dedicated to housing on the island of Maui, including serving as a member of Board of Director of Maui United Way.  Your Committee additionally finds that Dr. Salisbury has a thorough understanding of the role and responsibilities of board members and her experience in real estate and business development will be an asset to the Board.  Your Committee therefore recommends that Jennifer Salisbury be appointed to the Small Business Regulatory Review Board based on her experience, knowledge, and commitment to public service.

 

NIKKI IGE

 

     Your Committee received testimony in support of the nomination for the appointment of Nikki Ige from the Department of Business, Economic Development, and Tourism and Small Business Regulatory Review Board.

 

     Upon review of the testimony, your Committee finds that Ms. Ige's experience, background, and commitment to public service qualify her for appointment to the Small Business Regulatory Review Board as a nominee submitted by the Board.  Your Committee further finds that Ms. Ige is a resident of the County of Kauai, earned a Bachelor of Science in information systems from Brigham Young University-Provo, and has over ten years of experience in business, financial management, and information systems.  Ms. Ige is currently the Executive Director of Grove Farm Company Foundation, Inc., where she oversees scholarship and grant programs, manages all distributions of resources, and fosters relationships with stakeholders, donors, and the community.  Your Committee notes that Ms. Ige is also active in her community and currently serves as a Board Member and Agriculture Committee Chair for the Kauai Chamber of Commerce and as the Treasurer of the Kauai Pop Warner Football League.  Your Committee further notes that Ms. Ige has a thorough understanding of the role and responsibilities of board members and her experience and strong advocacy for Kauai businesses will be assets to the Board.  Your Committee therefore recommends that Nikki Ige be appointed to the Small Business Regulatory Review Board based on her experience, knowledge, and commitment to public service.

 

     As affirmed by the records of votes of the members of your Committee on Economic Development and Tourism that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
